As said, dolphin performance has a lot to do with what type of cpu your setup has. You are using laptop with 2.13ghz processor. Were it amd phenom II x4 @3.6ghz for example, it could render fullHD just fine with that card. Were it just pentium III, it would probably struggle even at 480p.
It is incorrect to assume your results are universal. Your CPU has everything to do with graphics performance. If there is a disparity between the two, there will be a 'bottleneck' (gpu is too powerful for processor), which means the card is rendering dx9/opengl draw commands into graphics faster than the cpu can process input/output (or in reverse, the cpu would be ready to process more information but the card is slow).
The CPU also has to perform DSP sound emulation, run proprietary OS/background processes like av, operate JIT recompiler (or intepreter) etc. which all further deducts from the resources available for graphics. It's essential to have both up to date. Amount of RAM is a less significant issue than gpu/cpu.
Yeah but you also won't see a 4GHz i7 with Intel IGP (if there is even any, we're hypothetically speaking :p) playing Dolphin in 1080p at all time no? 4350 is pretty weak card as it is and I'm pretty sure it won't be enough for 1080p.

Good point, I didn't take the cpu into the equation here. That said, he never mentioned his CPU and the 4350 is a low-end part(although not Intel Integrated low-end). If he were to mention more of his computer specs I might have answered differently but that was all I had to go off of.
@OP - post more than just your GPU and someone can give you a more definitive answer.
