As far as I know, hyperthreading has no influence on Dolphins performance. Besides, Dolphin can only use 2 cores (maybe 3 in the future, but that'd be an extra core dedicated to LLE).
First of all, I will recommend this setup over previous one, cause you got a faster processor, more RAM and a good, powerful GPU.
That's true that Dolphin can only use 2 threads for its process, but the others can really help you in another place.
As all other says, XP x64 is for devs purpose, and about useless.

Hyperthreading simulates 4 cores with only 2 physical cores. I don't know exactly how it works, but when running Dolphin, Windows Tack Manage shows 100% CPU usage on two of the four simulated cores with the other 2 almost idle. Because the computer was bought from an OEM, it has a severely limited BIOS so I can't disable hyperthreading. I just wanted to know if it makes a difference before looking to see if there was anything I could do to get full bios settings enabled.
Your video card will be fine, provide you dont go for any high resolutions. I have the same card and running at 720x480(native widescreen wii res) I get full speed in most of the games I've tried, and when not full speed I get pretty close to it.
Edit: Just realized you mentioned brawl. In some of the older 4000 series revisons of dolphin, I got full speed with 2 players on most maps(avoid New Pork City), and around 65-75% speed with four players. Quite playable imo. I think the slowdown had more to do with my cpu, so assuming thats correct you should be perfectly fine in the speed department.
