You don't need the KB plugin.
The GCPad New plugin does everything KB does and more.

And yes there is a need for it, because with the GC plugin and a 360 controller, it only lets you use the c-stick attacks in brawl once, and then it doesn't work anymore.

Brawl won't let you c-stick smash until the stick returns to center. You need to set a deadzone most likely. The KB plugin probably has a fixed deadzone. It is configurable in GCPad New/Old.
