There's your problem. You need a new GPU. It's not 100% true that dolphin doesn't require a beefy GPU. I tried running dolphin on a pretty decent CPU but it and onboard Geforce 6150SE and it ran like crap. I shoved my video card back in, and everything ran smoothly.

Do what I did and buy a cheep GPU... 20$ 8400 GS ftw?

i'd say save up for about 80$ and buy a dx11 5570 ati hd card.

BTW, it would also be nice to find out what's your CPU. If it's new, I assume it's something very competent, but it doesn't hurt to know what you have.
As the others have said, a simple 20 bucks GPU will be fine. Definitely better than what you have.
