Can you post your Dolphin settings and plugin configuration as well as a list of the plugins you are currently using? We don't have much to go on to help troubleshoot your problem so this information would be useful to everyone who is trying to help.

Perhaps it's PC Probe causing the problems, it monitors my CPU/Mobo temps and my voltages.

Nothing out of the ordinary with your configuration, all I can guess is that it's something with your PC or something installed on your PC. This is one of the games that should run quite well, even on older hardware. You should be getting full speed or at least very close to it, I'm not sure what the problem could be.
