I got a rig with these specs:

Windows 7 Pro. SP1 x64
Intel Core i7 2600K @ 3.4GHz
ATi Radeon HD 6950 2GB
4GB Corsair XMS3 DDR3

and your rig doh23 isn't that weak in my opinion.
It shouldn't skip for you, or does it do that for you?
ye with LLE it's more that the gameplay and music seem to slow down every second. Though I just switched back to HLE and for some reason I now get music in the opening title screen when I didn't before. Does this also mean I'll get music during cutscenes too?

Weird!
What revision are you using currently? Or do you you use the official 3.0 release?
I just downloaded it two days ago, so I use the latest revision.

Edit: nvm, I just noticed that there was an even newer revision, so I am using the one before which is 7670
basicly apart from crashes in some places when you use HLE (which you can avoid just by playing that part in LLE).

the main problem in HLE that music cuts off when its time to loop it.

while LLE is slower, and sound\music will chop if you dont have full frame rate since its emulating real hardware rather than the disconnection in HLE case.

I have i7 920 @ default clock since my dell mobo cant overclock.
6 gig of ram
Geforce GTX 295

Oh yeah, I meant to close this.
