Even by professional overclocker using liquid nitrogen to cool a card you can gain maybe 4-5fps (with gtx295 or radeon 5970 card that cost $400-$600), and a few hundred score marks in 3d06.
But if you meant in comparison to a geforce 6000 series card, that's possible because it will get barely 10fps in gtaiv.
You can view PSU capacity if you open the cover, it states on the sticker in watts. If it has 400 or so, that's enough even if you upgrade a card. Supplies such as 750, 1000W are very overmeasured and unnecessary, given that even the best consumer grade pc's available now, consume a max of about 500 watts if under full stress in games like crysis or video editing etc.
I never said anything about overclocking and it is possible on GTA IV sense they did improve the games with the 1.0.0.4 (1.0.0.5) patch but there's more people can run it better with P4's then my crappy cpu I get around 15 and 31 fps as in dolphin not much fps from when I tried playing SSBM back then just by 8 fps? but not as bad running dolphin on a craped out 6100 onboard 8 fps lul as in GTA IV 3 to 8 fps but point is video card is important too but not much by dolphin but in other games yes *lol alot for me to type xD*

i use speedfan to measure and gfc card is the only thing showing 0c .
maybe bcuz it's onboard it can't be measured or smth like that?

A bit offtopic but yes, if you patch that game (gtaiv), it makes a massive fps increase. It was a bad PC port to begin with, but that patch alone fixes most lag issues even on medium range pc's.

Either it doesn't support temperature monitoring, because it's a crappy integrated chip, or the drivers got bugged at some point, try this tool, run it and restart, then check Speedfan again.

sorry i didn't read the whole tread, but oc'ing a video card almost never really pays that much. better oc the cpu (as long as you meet the requirements)
sorry for my english
