How did you configure dolphin?
Use these settings:
DX9 plugin
Framelimiter off or auto
enable dualcore
enable idle skip
Copy efb to texture
Scaled copy hack
No safe texture cache
If it doesn't work, some kind of driver is missing on your computer. You could try reinstall, but that's just a good idea if you have OS and files in 2 separate partitions. Otherwise you lose all files every time you reformat.

yeah i enabled all of those, though one thing i forgot to mention is that when i choose DX9 Plugin the screen is just entirely black, no display at all.
Ive got an IBM 5150 with an MDA card, can i run dolphin?
Don't know MDA card (may be 1981) your PC must really old;can run NES,SNES,GBA;can't run N64,Dolphin

There are some directx .dll files (about 4 or 5 of them) that are not included with new dx10 and 11 systems. Download entire pack here. http://www.microsoft.com/downloads/details.aspx?FamilyID=2DA43D38-DB71-4C1B-BC6A-9B6652CD92A3 without those, screen will just black every time something is renderd with dx.
sounds like you are on to something, however i have direct x 9.0c installed and when i follow your link it tells me i already have all of those files installed. i'm going to look further into this.
