UNCHECK OPTIMIZE QUANTIZER (SPEEDUP) IN CONFIG - MAY NOT NEED 2 DO THIS
should work for windows 64 at least in super smash bros.

"OPTIMIZE QUANTIZER" not use in 5000+ revision,"use panic handle" is the most usage
