E6750@3ghz, 2gb ddr2 and 8500GT, running 32bit WinXP SP3. I dont think other parts are important.
I have tried R6746, R6801, R6331, and at least a dozen others which I have deleted.
Its the same with both D3d9 and OpenGL plugins. As I said previously, I messed with every single setting, and it still wont display it properly.
What SVN are you using exactly?
Can you take a screen shot of the issue? Try the "emulate format change" option or enable "accurate texture cache" and use DX9. I use r6767 and it's fine.

I had the same issue with the OpenGL plugin a while back, but it's fixed now and runs fine with OGL and DX9.
I don't know what else to tell you other than to update your video card drivers and to use the NTSC game version if you aren't already. Run the game in a window, toggle full screen and back, sometimes that gets rid of black areas.
didn't the zelda bloom proj. hack help with that issue?
I don't think so, I don't need the hack, unless it's a PAL game issue only.
I have just tried r6767, still wont work. It has to be some kind of a compatibility issue, since Dolphin is quite known for working differently on two different rigs (not just performance/framerate wise).

I have the same issue, with both plugins in every Dolphin revision and the NTSC version (Ati Hd4850)
AFAIK this has NEVER worked on DX9 (at least with Nvidia cards since it looks like Starscream has no issues). You use the projection hack to see the menus, but the pause menu is then broke. It's one or the other. Don't know about OpenGL but DX11 has never had this issue (perfect menus and pause screen with no hack). So I'd just use that (if you can) until DX9 gets fixed if ever.
