Yes, you're right. Dolphin only shows the stock speed.
btw: Maybe you can get some FPS more, just post your settings (screenshots) and i'll take a look on it.

Pls activate "OpenMP Texture Decoder". Well, the rest of the settings is okay.
isamu, right click on the game and select properties and then select Dual Core mode. That should speed it up, but might make the game hang.

WOW!!!
After taking both DefenderX and Skid's advice, and making those in addition to other further tweaks, the game run very VERY good now! I am getting 60fps on Mute City everywhere
except right at the start during the count down! Awesome! I'm gonna keep playing and see what the speed is on other tracks. I'll letcha know if it hangs.
Thanks so much Defender and Skid. You guys rock!! Defender keep making those builds man, they're wonderful!!
Oh and before I go I just got a few quick questions...
1)Given my processor and GPU(Intel Core i7 950 OC'ed to 4.0 and AMD 5870 1GB version), if I do experience slowdown, where would I be bottlenecking? In my GPU or CPU?
In other words, which upgrade would yield a performance increase....a newer gpu like say, the nVidia 680 or a new CPU like say, Sandy Bridge 2600K?
2)Also, does higher internal res in Dolphin require more VRAM from the gpu?
to 2: If you set your IR too high, the GPU will bottleneck your CPU. But usually, the CPU is the problem

Dolphin is more demanding for the CPU.
to 2: Actually not. I play in 2.5x IR and my GeFore GT 540M needs only about 15-25% of 1024MB VRAM.

Thanks. I am able to actually play the game at maximum 4x IR with only a few instances of lag here and there and it is very playable!
Here's the strange thing though Defender....sometimes, usually when there are a lot of cars on the screen, I will experience minimal but noticeable lag, but the fps counter still stays 60fps. Why is that? It should say a number somewhere below 60fps when it drops but it doesn't! Weird.

My guess is that Dolphin is emulating the lag that the GameCube had. i.e. there is lag at that point on the real hardware too.
