4771 gives almost perfect graphical performance, but 4986 seems to be capped artificially at 30FPS, or more accurately, 50% (even though the limit is at 60; setting it to 120 puts the framerate correctly at 60FPS).
I'm pretty sure NMH2 only runs at 30fps in the first place on a real Wii.

Sounds driver related or outside dolphin video settings. I don't know what to tell you as it seems to be a ATI problem with openGL I think.
Moogie
30 fps is the speed the game runs at. That is the speed even on the wii it seems. (I compared my gameplay to the speed on dolphin and running at 30 fps is the correct speed)

Well, that's weird, because at 30FPS the game speed is in slow-motion. At 60FPS it's the speed I see on my Wii.
Anyway, I've got it basically playable at 60FPS now, ignoring the syncing and audio issues. Gameplay itself feels very smooth and responsive. Oh, another issue I encountered is the text is very slightly garbled, which makes the 8-bit games difficult to read, but it's not too bad.
Moogie i am having the exact same issues as you, win7 x64 with the same sound card.
The sound issue must be a problem with our audigy zs drivers? I'm using the ones that windows installs on its own from its windowsupdate database.
I am also having that same strange fps problem in 4980 so I guess i'll try 4771.
We seem to be the only people with garbled audio though....
edit
4771 does miracles! my video is working at the right fps
the audio stops crackling and sounding awful during the first cutscene. let's hope it stays this way during the whole game!
edit2
it seems that i get a solid 15 fps upon hitting people with the sword. this may be problematic in larger fights...
Finished the game without show-stopping issues. I fuggin' love this game. Currently in the 2nd difficulty round after finishing.

I have a Creative Sounblaster X-Fi and get the staticy sound during to opening movie and a bit during some parts of the Skelter Helter intro. I am running Windows 7 Ultimate 64 Bit and Dolphin-x64-r4985. I tried 4771 but the game did not run as well for me and the sound was just as bad. I have not played much past that point as the audio gets really out of synch in addition to the static so hopefully we will see a fix soon.
I'm curious as to how the speedhack works. Does it turn off / bypass certain things?
PM Jumpertwo xat. He's the one who created it.
i beated the game (i hated the last boss) too bad this was last travis's chapter

and how was the game overall perfomance, any significant slowdowns?
