Keep in mind that the laptop 4080 uses the AD104 die that is also used in the desktop 4070 and 4070 Ti, all of which have a 192bit memory bus which was the same as the 3060 12GB (which is the original 3060, not the lame 128bit 8GB one) and 3060Ti, the latter of which also used the xx104 die.

I'm aware of the 192 vs 128 bus and to be worst for the mobile part the desktop card use gddr6x over the laptop gddr6 increasing in memory bandwidth more. I wasn't filling well and was try to be simple. My previous post words "While it possible the difference in the desktop rtx 4070 compare to the mobile is behind this" is respective of this, however with the memory controller in gpuz reading such low usage (20-30 if you read my previous post) It might be low enough the the memory bandwidth difference may not matter. As for for what you quoted I don't remember seeing a laptop with a rtx 3080\4080 or amd 7800\6800 under 2000 dollars. This might be an issue in turn of price unless he can find one on a good sale. I also remember an issue that cause stuttering in the past that might be because of graphic card driver which is why I recommended driver update. I do have older gpu in my laptop and secondary desktop however they likely would be bad testing if memory bandwidth is the problem. My laptop rtx 3070 and rtx 2070 in my secondary both have 256bit memory interfaces after all.
