So, I used Windows XP SP2 before and Dolphin was working fine...Now, I got Windows 7 and I get the OpenGL Renderer error. My videoboard is a GeForce 8600 GT, got 2GB RAM and an intel dual core 2 2.67GHz processor, so it's definitely not my hardware. So, Windows 7 doesn't support Dolphin or something?
Did you update your drivers when you updated Windows?
That's pretty important, your hardware should support Dolphin no problem.

turn off extension limit in nvidia control panel.
