Does the i7 only run at 2.8 when 1 core is being used.

With this new architecture, you can no longer look at clock speeds.

The best way would be to get someone who has a laptop with i7 running dolphin to testify here.

You can see that with 2 cores the 720qm performs around 2.66Ghz.
(although you also need to look at cache and bandwidth, yabda yabda)

Also, look for reviews/benchmarks of the processor at bit-tech.net (http://www.bit-tech.net/hardware/laptops...chmarked/2 ) and notebookjournal.de where they run several comparison tests between that processor and other quad-cores.
