I'm not familiar with the various terminology used in the configuration UI, currently it's bound to an analogue stick but it's hyper sensitive. The Wiki doesn't seem to have a page covering configuring various devices.
You may want to turn on "Relative Input".

Something is breaking this, either Super Paper Mario or multi-tasking on the PC. It works fine for the first five or so minutes of gameplay after starting the game, but then it stops working (while Relative Input is selected).

Edit: I guess this's what the Re-Center button is for.
