Dolphin says that the reason for the problem is probably that you're using Windows 7. But the reason for the problem can also be that you have an old GPU.
Since this is an English speaking forum, I'm putting your rough translation here:

The problem is most likely that you're using the integrated Intel HD 4000 GPU with your computer, which just barely makes the minimum requirements as per: https://dolphin-emu.org/docs/faq/#which-gpu-do-i-need

You can try to update to the latest iGPU driver from Intel to see if that solves the problem: https://www.intel.com/content/www/us/en/...=hd%204000

https://sourceforge.net/projects/qres/
https://www.softonic.com/descargar/qres/...t-descarga

English - if its an HP machine, the Intel executable refuses to work, he has to get the HP driver - Also, after that he needs to create a custom resolution of 320 by 200 for heavy games like mario kart in 4 player modes - and use a resolution changing program like Qres before playing
https://sourceforge.net/projects/qres/
https://www.softonic.com/descargar/qres/...t-descarga
to force latest builds of dolphin to run at those resolutions using the "automatic" option for internal resolution or run heavy games with Ishiiruka build (which will list those resolutions)

Have you tried pressing "Yes" when Dolphin asks you the question? Many games will probably work fine despite the warning.
Last time I checked, Direct3D 11 was the only video backend from current Dolphin versions that still worked with the Intel HD 4000, anything else will just hard crash at boot. Even then, you'll still experience graphical glitches in some games because the last driver released by Intel lacks some features we use and has bugs that will never get fixed as it's an EOL product...

(if you switch to Linux, Dolphin will very likely perform better since the Mesa drivers for earlier Intel iGPUs like the HD 4000 has way better OpenGL support than the Windows drivers from Intel)
