what about those that are on the website aren't those official?

I meant Dolphin v2.0 on mamario's site, it isn't the official v2.0 release, only the release candidate. On Xtemulation we host emulators and emulator builds, more than just Dolphin. I have the old v1.03.2 builds, but I just realized those are also non-official beta builds so scratch it, I don't think it will matter if I upload the release candidate. For some reason my mind wasn't in the right place and I thought 1.03.2 was an official build and then realized there most likely was never official "final" builds for Dolphin, only beta's and release candidates lol.

And I agree, hotfile is terrible. If possible, MediaFire or depositfiles would be nicer. Even megaupload is better.
