Are these builds optimized to some type of instruccions? SSE2, SSE3, SSSE3, SSE4.1?

no. Look at xtreme2damax or lectrode's builds.
Why is it none of these builds can run melee at max? They also all randomly crash on me one time or another. Most games run at full speed, but only the 2.0 candidate can run sa2b at max and melee only runs at half on everything.

Either your PC isn't powerful enough or you aren't using the right settings. For Sonic Adventure 2 Battle try these settings:
Enable Dual Core
Enable Idle Skipping
Framelimit: Off
Vsync: On (if your monitor refresh rate is higher than 60 try Framelimit: 60, Vsync: Off)
Safe Texture Cache On, Normal
Disable Fog
Disable Audio Throttle
Works perfectly for me

The op doesn't code or improve the emulator in any way, he just provides pre-compiled builds.
The op has a build bot (script) that automatically downloads the latest source code and compiles builds automatically. After the builds are finished compiling the script automatically updates the listing on his web page and updates the thread title for this thread.
All builds are vanilla source and aren't compiled with any useful patches or optimizations, this is due to the fact that patches can interfere with the compilation process especially when a patch doesn't properly merge into a new revision. No optimizations either since VS2008/VC++ can only do general SSE2 and SSE3 optimization.
