you need a dual core, the pentium D are just 2 pentium 4 stickd together so thats why you are getting slow speeds. sell that (if u can) and go buy yourself a new PC, did you know that the newest intel core i3 are just 144$?

Huh, even my laptop with a 1.8ghz processor and mobile GPU can make New Super Mario Bros playable.
Direct3D with frameskip, it's not full speed but at worst you get 50% speed.
rockband 2 should be here too, it runs full speed with the audio perfectly synchronized (you gotta do the calibration thing ingame to make the game playable) and i got a quad core at 2.33ghz.
Mmm...If Star Fox Assault has low recommendation (1.66 GHZ) So. I can go buy it and play it whit no problems in my low PC? (1.60GHZ)

i'm not telling you to buy it but based off the guy or girl who posted that spec for that game said they had it full speed so i guess that only way to find out would be to try it yourself
I would rather suggest to rent it somewhere first.
I have the game myself and even on my pc (see sig)
there are some places with heavy frame drops, also the game is not yet completable (starfox assault) because the first boss disapears after a few seconds.
true if you can rent it
then rent it
and hopefully the frame drop stops happening in later revs for all games because every game has a frame drop somewhere so far that i've tested
