My Pc: AMD Athlon 64 X2 Dual Core Processor 5200 + 2.7Ghz, 4gb Ram, VGA: ATI HD3200 RAEDON.
My computer can play the game fullfps with Dolphin Emulator?

No, your CPU and your GPU, both are too weak.
Depends on game actually Smile
Games like Gradius ReBirth, Contra ReBirth, Muramasa, Megaman X Command Mission, Viewtiful Joe and XGRA can be played at full speed or at least at very playable speed (not less than 65-80%) even on average 2006 single core rig with GeForce 6xxx card.
