Not sure how Mario Kart Wii can be on that list. Every game I've ever tried runs full speed (60 fps) at all times on my Core i7, except Mario Kart Wii. From my experience Mario Kart Wii is one of the most demanding games out there.

mario smash football? common! in that game i have 40/50 fps in the pal version, and when bowser appears the framerate goes down to 35, with a core 2 duo of 2,7 i doubt that game goes fullspeed with less specs

burnout 2 and PN03 are fullspeed here
burnout 2 (without frame limiter the game goes to more than 180 fps! so, i think a core 2 duo of 2.2 can handle this perfectly)
did you tried digimon rumble arena 2? that game its a cake to

oh everyone i added the types of processors for the clock speeds on most games!
i also added a link to cpu benchmark so that you can compare your processor to other dolphin users
hope that makes this even more helpful.

oh that is a maybe i mean my 2ghz laptop can't do it....b/c i don't have a good enough cpu to set a program to that priority and still have other programs functioning normally
like my mouse/touchpad will move slow
keyboard responds late
and more
but on high end cpu laptops and computers i tried it and they seem to have no problem with realtime priority on dolphin
so it is all about where your cpu stand on the cpu benchmark link and also trial and error (hopefully without the error)
but my laptop is on the high-mid range cpu chart
i think if you make it on the high range cpu chart or are on the top of the high-mid range cpu chart you should be fine though
