EDIT: Ok what I'm chasing down is desynced from the rest of the build bot. Argh. But I'm very confident now in what's below.
5.0-11686 will work - https://dl.dolphin-emu.org/builds/9c/0d/dolphin-master-5.0-11686.dmg
5.0-11688 will NOT work - https://dl.dolphin-emu.org/builds/45/32/dolphin-master-5.0-11688.dmg
Could you test those two and let me know if I'm correct?

5.0-11688, however, refuses to work and just ends up crashing.

Alright, confirmed! So here's what happened. In 5.0-11655, Dolphin's GUI was updated from Qt 5.13.1 to 5.14.1. However, that only applied to our Windows builds. For macOS, it was actually running Qt 5.12 up until 5.0-11688, when our macOS builder was updated to 5.14.1.
So why does that matter? Qt 5.14 dropped macOS 10.12 (Sierra) support. So, we lost support for macOS Sierra in 5.0-11688 and we never noticed. Whoops.
We're not going to roll this back as the newer Qt versions come with a LOT of bugfixes and feature improvement for us. So we will be updating our officially supported minimum macOS version to macOS 10.13 High Sierra.
As for you though, I'd recommend updating to High Sierra if you can, as it's a very benign upgrade compared to... some of the recent ones, and the latest Dolphin builds will run on it. And yes I checked, Qt 5.15 supports High Sierra (at least their documentation says they support it anyway). Otherwise, 5.0-11686 will be the latest version you can use.

That's relieving to know! Also makes me feel a slight bit better after some pretty rough shenanigans that happened outside of this Dolphin stuff (Accidentally dropped my lunch to the floor in a hurry to place it on my rather small desk from Ikea that I've had for years and now being unable to eat said lunch, but I got that one quickly solved by dashing out and grabbing a new lunch, lol-)!
