My GPU works with Direct3D 11
It not fully direct x 11 compatible though. It is still a direct x 10 igpu that able to use some direct 11 features that was backported to direct x 10 gpu like most other direct x 10 cards. It wasn't till the 3th gen processor using the intel hd 2500/4000 igpu that intel ipgu where full direct 11 compatible though. Which is why the intel hd 4000 is the minimum for intel even if the intel hd 4000 isn't ideal because of performance either. I had a laptop with a intel hd 3000(no longer do though) and with the direct 11 or opengl for that matter it was mostly luck if something work in the game or/and dolphin version. This especially true with the 5.0 stable or later.
The Intel HD 2000 only supports up to DirectX 10.1
Intel HD Graphics 2500/4000 is the bare minimum iGPU to use Dolphin nowadays and even then they'll work only with the D3D11 backend and with a few graphical glitches here and there. You have a 2nd gen Intel CPU which is simply too old to run Dolphin with just the integrated graphics and there's nothing you can do to make it work other than upgrading your PC, sorry...
