i've decided between two of these laptops and am wondering which one would be better for dolphin mostly.

I believe that the second one would be better for dolphin (Intel CPUs are better in dolphin specifically afaik), keep in mind you will need to switch Windows out of S mode:

looks like i'll get the intel one then. will the IGPU be enough to play most games at least at 720P? also, what backend is recommended for intel gpus?
In this video, you can see a slower i3-10th generation processor running games on 1080p via Vulkan Backend with few FPS drops.

So, probably you can run 720p fine when your CPU is running at it’s maximum speed.
To ensure this, do the following while playing:-
1. Connect laptop to a charger.
2. Enable “performance” mode in battery settings.
