Does anyone know in the new dolphin emulator, how to import a game save state, to have all the pokemon available, instead of just the rental team?

If the we're talking about a .bin save, you only have to do this:
Tools->Import Wii Save...
Another way is right-clicking on the game in Dolphin game list, "Open Wii save folder" and if your save is in the right format (bin banner, dat files) replace the old save with the new save files.
Saves generated from some homebrew save managers can't be easily imported unless you execute that save manager in Dolphin.
