The best you can do for something like the Intel UHD 620 is make sure your laptop's Power Options in Windows is set to Performance. Not sure, but I believe Windows sets this automatically if you plug in your laptop's charger.
Other than that, no, not much you can do to lower the GPU requirements for Dolphin.
