Can someone provide me a link to how I can fix it? I have waited like, 2 months to play luidi's mansion, i finally got an xbox 360 controller, got it to work, and now this?
Why don't you first take the time to use the search function?
Also take a look at the requirements thread.

Im willing to bet your specs aren't up to par. Are you willing to post that, or is it too much of a hassle for ya.

64 bit operating system
Windows vista home premium
Intel celeron processor 2.20 GHZ
you need a graphics card and try the directx (D3D) plugin.

Im getting the directx now,
doesn't my computer come with an adequate graphics card?

I am hoping that is of the allendale or core 2 based cpu, and not of the pentium 4/d.

And if you have an intergrated gpu, it probably doesn't support the OpenGL API dolphin uses. Mainly because it is probably crap.

ok, so i downloaded directx 9, but where do i get the plugin?
The plugin comes in the emulator plugins folder.
You can swith OpenGL to DX plugin in the emulator Configuration, Plugins tab in Graphics.
