Updated dolphin again, to see if any new development builds worked, and I still have the same problem.
It's still not working. I don't know what else to do at this point, and still am waiting for advisement.
Well you could try dolphin in a clean portable mode. Download the newest build in the main folder where the dolphin.exe at and create a file call portable.txt it should be a blank text document. This will allow you to have everything at default without affecting your main installation. Maybe there a bad setting or a corrupt file some where in your settings. Also wouldn't hurt to see if there any update for you graphic card driver. It unlikely to be the cause but still. I don't have the game so I can only go off of general information related to dolphin. It also possible it a regression and someone between 4-5 and current that broke the game with dolphin so it might be worth try older dev\beta also though again this is unlikely.

As per my previous messages. It works fines on 4 and 3.5 (with low frames), just not 5.
I'm afraid I can't reproduce this, it works fine here in an up-to-date Dolphin.

Noticed that when I update Dolphin, Norton always takes action (don't know what cause for some reason it won't say), saying that it is a high threat even after it excluding it. Going to try to reinstall use dolphin without Norton on.
Edit : I found it is specifically data blocker is preventing it
Edit2 : nope that did nothing
After doing that did you put a portable.txt in the main folder. As mention in the previous maybe there is a bad file in the setting. Without that file dolphin put the settings in the document folder.

I know nothing of the portable.txt file, as stated earlier I am new to using an emulator. Where would I find it?
You created it. Just created a blank text document in the same folder as dophin.exe file and call it portable. You can do by right click go to new and choose text document the rename the file
