Greetings,

Iv'e narrowed it down to two PC's.

CPU Model: Core i7-4700HQ
Processor Speed: 2.4 GHz
Video: GTX 1050 Ti

CPU Model: Xeon E3 1231
Processor Speed: 3.4 GHz
Video: 4G GTX1650

When I go look at the user benchmark site https://cpu.userbenchmark.com/Compare/Intel-Xeon-E3-1231-v3-vs-Intel-Core-i7-4700HQ/m11040vs2728. I also see the Xenon is faster than a Core I7 7920HQ by +13% also? 

It shows the Xeon E3 1231 is 13%+ faster. I know the Nvida 1650 is faster than the 1050 so that is not a determining factor as much as the CPU. So the question is which is a better option? I don't know which is more important the CPU or GPU. I know both are but which is more critical to run all Wii games with no issues?

Xeon E3 1231 V3 is basically a desktop i7 4770 that's optimized for server , it's faster than i7 7920HQ and way faster than i7 4700HQ because it's a desktop CPU while i7 7920HQ is a mobile CPU
CPU throttling on mobile CPU is quite common while you rarely see that problem on a desktop
Make sure you get Xeon E3 1231 V3 , V3 = Haswell , V2 = Ivy Bridge (older generation , slower and less efficient )
