Hello, I'm getting a new laptop (Lenovo Y50) for
1.Software development (Eclipse and ADE)
2.Communication (work time, Skype)
3.Dolphin
My budget is 1000-1300$.
Can someone tell me if this is good enough, or is there a better choice? Amazon.

Personally I would steer clear from ebay
The seller is super sketchy , only mention core i7 and GTX , which one ? There are tons of core i7 / nvidia GTX GPU on the market
From what I search online , most likely it has Core i7 4710HQ 4 cores 3.5GHz and GTX 860M from like 2014-2015 era , a used laptop to be exact , most Intel CPUs nowaday have much higher clock than 3.5GHz to compete with AMD Ryzen 2 ,
It has the same specs as my laptop . From what I can tell , dolphin would run fine but 300USD is the max price I would pay for it since it's old and , don't know if the seller repaste the CPU/GPU or not , if not , there is a possibility it could overheat when running Dolphin
Since your budget is over $1000 , this laptop should be more than enough for everything you need
Edit : update link , uk laptop price is all over the place , like a weaker 4 cores Core i5 9300H would cost $200 higher than 6 cores Ryzen 5 4600H wtf

6 cores latest AMD R5 4600H CPU and GTX 1650ti

There is no Dolphin Benchmark for this CPU yet because it's still new
but there is Dolphin Benchmark for AMD desktop CPU such as AMD R7 3700X and it's head to head with 9th Gen Intel CPU which is much newer than 4th gen Core i7 4710HQ

Dolphin only uses 2 or 3 cores (if use LLE audio) .
