AFAIK a cpu usually wont slow down unless it is currently too hot or has power saving features on. What cpu clocks are you getting while running dolphin?

Not really. A fx-8350 at 7.5 ghz gets 172 cb on cinebench r15 single core. A ryzen 3600 gets 192 stock.
Ryzen CPUs are for AM4 motherboards, his current CPU is an AM3+.

Trigger, what motherboard are you currently using?
Thanks, i've changed the setting now, it does'nt appear to have changed much though in game.
The CPU speed i'm getting in dolphin when running the res at 1080p(same as my monitor) is 2.50 GHz and about 63% CPU speed at-least according to task manager.

Also to clarify i'm playing smash bros brawl modded, not melee to test this.
If I get a new C[U i'll get some form of fan to go along with it anyway tbh, this things been a nightmare ever since I got it since it makes a ton of noise, creates lots of heat and messes with a painting program I use in weird ways.

How large of a PCU cooler can you fit in your case?  I'll be happy to help you choose a good one.
Thanks!, Thermaltake V3 is the chassis I use, as for space I think there's a decent amount of space in there, the cpu fan is pretty hefty but i'd be replacing that anyway, I could upload a picture if it'd help.

Best I can tell, it should reach 4 GHz on stock. Does it reach that on desktop doing nothing? Can you download hwinfo64 to read the temperature on desktop and in dolphin?
It reaches about the same on desktop doing nothing(though today it's up to 70% for some reason, dunno why, i'm actually running less things right now), I've DL'd the program, not sure what i'm looking for here though?

Run it with sensors only, and look for a cpu temperature. 

Although, if it was overheating, I would expect it to cool down and speed up on desktop.

The max recommended temperature according to AMD is 61 °C, so indeed it´s overheating. That would explain the low frequencies.

Nonetheless, it´s a better option to upgrade.
