Long shot 2: does Dolphin run if you start your computer in Safe Mode?

No, nothing runs on safe mode, tried dolphin too. 
Yes, i have downloaded dx9 and the proper redists as instructed by you and others, other software requiring this redist seem to work.
 I have the following hardware:

specs are: 
cpu: i5 9400f 
ram: 16gb
windows 10 [color=#dcddde]Microsoft Windows [Version 10.0.18363.900])

And yes, I created a folder for it and extracted to that folder, opened the folder and ran dolphin (as administrator) from there. 


I have some new information. 
I tried version 5.0, which actually opens very briefly before closing, outputting the following info as an exception ...

I tried the latest developmental release (5.0-12278), extracted and ran it, same issue with no output, dialog or logs of any kind.
After that, I tried a 3.x.x version, which launched fine but with the same issue as 4.x (crashing upon opening any configs) 

Once again I have let windows update, and even checked each driver in the user space to make sure I could not get a more recent version.. nothing.

As to what you reported, that unhandled exception is a memory pointer exception. Why you would be getting that is beyond me. I can only think you might have something wrong with your windows install....

You might want to try running the Windows built-in SFC tool to see if your Windows install has problems. I forgot to mention I do have a rtx 2060,integrated gpu is disabled.
