I just installed the May 2020 Update and tried again. LLE Recompiler now runs at full speed...as long as Dolphin is in the background. If brought to focus, the slowdown returns, only to disappear again the moment focus is lost. HLE and LLE Interpreter continue to be unaffected.

Might be the CPU governor. Try disabling speedstep or any CPU downclock/powersave settings in your BIOS.

It isn't the CPU governor. My processor speed remains a consistent 4.79 GHz during the slowdown...
