Ok, in the folder with Dolphin.exe, create a blank txt file called "portable" (or portable.txt) to use Dolphin in local mode (aka not using the Global files). This will let us know if there's something wrong with your global configuration

I fixed it. A resource pack was stopping it from opening. It didn't give me an error until I only had that one in the folder though.
