What is your budget? I'd recommend just getting an old i5 2400 prebuilt and throw in a 750ti or something to get started for under 100$ if you're OK with buying used.
If not, I'd get a ryzen 1200, overclock it a bit and throw in an rx470, since they're about 130$ new
That would be a reasonable and all new gaming computer for under 400$
