Ok, let's try to do the same thing but do it through the control panel. See if it is there.

Use that to get to the add or remove windows features, and then add the Qwave thing there.

If somebody want know the last version working fine in win7x64 is dolphin-master-5.0-6580 !
From version dolphin-master-5.0-6582-x64 onwards all give the error qwave.dll missing
Thank you for bisecting!

Unfortunately, I'm quite certain that this is an issue with your Windows 7 installation itself. 5.0-6582 was quite a while ago, and we've not received any reports from other Windows 7 users of this happening. Plus we have lots of users posts here on the forum and elsewhere showing Windows 7 working without that error.

That said, quality of service stuff shouldn't be blocking non-netplay from working. I'm not sure if that's our fault, or Windows' however. This is not a scenario we've encountered before.

For now, your best bet would be to fix your Windows 7 installation, or upgrade to Windows 10. Alternatively you could compile Dolphin yourself with all of the QoS stuff from pr6146 removed, though that will require a bit more expertise and I'd recommend focusing on repairing your Windows installation first.
