Im thinking about building a mini pc to my living room that can handle 1080p/4k gaming in dolphin. I got small lenovo case with 280W PSU but mobo needs to be changed. Im thinking about buying used mini itx motherboard like GiGaBYTE H110N ITX with Pentium G4600 3.6Ghz 2core/4threads install win10+ dolphin on ssd and keep games on 1tb 2,5" hdd. Is it already ok to play games like super mario, mario karts etc with 4k textures? If graphic will not be enough maybe some used small video card (with riser) could fit inside? Does anyone have a similar set?
Umm, graphical settings do not totally rely on the CPU, but rather the GPU in your system. You do not need a very high-end graphics card to play in 1080/4k, a 750ti will do the trick. Intel HD is way too weak so if that's what your using then it wont be enough.

I had the Pentium G4560 on a MSI H270 PC MATE, 2x8GB Corsair Vengeance LPX 3000MHz CL15, Samsung EVO 960 250GB and a GeForce GTX780 3GB with Win10 but 1080p is absolutely not possible on the iGPU let alone with 4k textures... for higher textures I would also recommend 2x8GB RAM in dualchannel.
I was able to reliably play 1080p in 90% of the games with an GeForce GTX750 on this computer so that is a thing, for 4k I would probably go for a 10series card or newer because of HDMI2.0 being needed for 4k60, and making a guess that you also want to do some simple PC gaming something from this list (recent cards that are short):
