With the exception of like 2 games, every GC/Wii game is designed to run at a specific framerate. Any higher/lower would make the game appear faster/slower respectively. The link KHg8m3r pasted can allow you to hack specific games to run at 60 if somebody spent the effort to figure out how the game works and designed an AR code to make it render faster. Otherwise no you cannot.
On a smaller note, some games that do have 60 fps hacks come at the cost of other bugs or game stability. All of them come at the cost of increased host system load, but that part shouldn't be an issue with your specs.
