Okay, tried a few more things. From the FPS counter it still looks like I am getting near 60, but it's stuttery as hell with Vsync off. This game is locked for me no idea how to get frames past that.
I have a separate profile in Nvidia Inspector. I have it off. I have it off in the main profile too and I clearly get tearing, but it is locked to 60 still. MSI AB is not on either.
IDK but nothing else eliminates the stuttering. Only that setting. With Vsync off frames show 60 or near 60, but it's stuttery and has tearing. With Vsync on the game will drop to 40 with EFB to texture only off. With it on buttery smooth.

Yes, the geyser immediately drops me hard down to like 40FPS with it unchecked.
Edit: everything is fine with Nvidia profile. Behavior is much like you are experiencing. Game is not hard to run, but you got 60+ FPS drops, and that is what I am seeing as well. I mean for a setting that drops your performance that much in any game, I don't think it should be checked by default unless there are other issues. Also, we do have different GPUs, so there can always be strange issues there. But at any rate that game is objectively hard to run with the setting off.
It tanks to like 40 though on my system consistently the whole time. I turned off async, tried uber, which made it way worse, and did a couple other things. It is definitely this ONE setting which completely tanks this game for me. Good to know I guess. I'll be leaving this setting on. In fact, why even leave it off? It seems like the drawbacks are huge.

Checked is fast and the default. Unchecked is more accurate, but that doesn't matter for this game. Is your windows power plan also on high performance? Also, don't do any overrides in the nvidia control panel (other than something like power management). Are you sure you are on opengl? Opengl and vulkan are the only backends that give me high performance at high resolutions. Although, d3d11 supposedly works the best with ubershaders.

Yep, no other issues that I can tell, but I do use the texture pack. I have a separate profile for Dolphin with nothing on it really. Tried without loading the pack too. Behavior is easily reproduced every single time on this system. Fine by me to leave checked though.
At any rate the drops between systems are basically steep, so that makes a lot of sense. This game does not run well with this setting unchecked. Barely hitting 60FPS is not running well to any degree for such a simple game. I wonder what my unlocked fps is though, and how did you unlock your FPS?

FPS control is in config, under the speed limit.
What's strange is that unless I had recently changed a graphics setting or was seeing the geyser for the first time without a shader cache, I had a consistent framerate.
Can you create a portable.txt in the same location as the dolphin executable? This will create a user folder in the same location that your config/saves etc will be stored. You will want to copy the wii folder from your normal location in documents.
