I'm bringing up this topic because I love using RetroArch for anything N64 or older, however, I would love it if Dolphin could have more than 10 save states. I love using save states and it's annoying to have to move my states around or change the file type to .sav to have them all in one place.
In retroarch you can have up to 999 states (which is overkill) but still useful. Then I can load every state within the program as opposed to loading it from somewhere in Windows 10.
Does this make sense? Is there anyway I can currently have more than only 10 states in Dolphin? My ideal max number would be 300 at the most.
Not to sound dismissive, but why do you need that many savestates? Do you mess with game memory or something?

Uhh... Never tried it before, but it should be possible to manually create and load save states, by which I mean you can name it anyhow you like and load that file. You can find the options in the Emulation -> Load State / Save State tabs. You should even be able to bind hotkeys to these actions. That should give you more than the 10 quick slots Dolphin has.
Yeah, you can have an infinite amount of savestates as long as you use the open/save dialog instead of using the savestate slots.

I'm trying to figure out how to do that right now. How do I set that up in hot keys so I can make F2 save and F4 load? Thank you btw
scratch that I figured out how to set up the hotkeys, different question(s):
1. Each time I open save or load, it default starts within the Dolphin Emulator folder. Is there anyway I can have those functions start in the folder I was previously saving and loading save states from? Does that make sense?
2. Will the saves I make on this version of Dolphin work on the next updated version of Dolphin? Or will they only work on the current update version of Dolphin that I am using (I am currently using the most recent stable update)
Save states are more prone to break than normal saves (Wii NAND and GC Memory Cards), so if you don´t really need them that much, avoid them.

No, you should never assume that savestates will work between versions.
There is no effort made to ensure savestate compat be kept between versions. And compat is broken regularly.
Do not use them excessively as you are, but you're going to anyways.

Would a .sav file be a “normal” save compared to a save state with a file type of .s01 or any other number 1-10?

No, those are all savestates. "Normal" saves are the ones that are stored on memory cards or in the Wii NAND (i.e. the kind of saves you can make on a real console).
