After you ran dolphin, was a folder called user created in the same folder as your screenshot shows?
Have you restarted your computer since this started happening? Dolphin can occasionally get stuck not fully closed, usually after bluetooth passthrough fails.

1. Where did you get the emulator? If anywhere else than here:
https://dolphin-emu.org/download/, download (and extract) the latest development version of it from this site.
2. Did you actually extract Dolphin from its 7z file or are you opening it and then trying to run it?
3. Have you tried running it as Administrator?

I downloaded Dolphin from official page, I extracted the file (obvious) and tried to run it as admin and I can't fix it. I tried to do it by this site's way

Hey, I just reinstalled Dolphin today and it just created the folder, so the problem has fixed and I don't need more help. Bye and thanks.
