Here is my specs:
Core 2 Duo @ 2.2Ghz
4 GB DDR3 @ 667MHz
ATI Mobility Radeon 4650 HD w/ 1GB DDR3 RAM
320GB Seagate @ 7200RPM

I think I should be able to run it at 60 but it stops at about 30 no matter my settings (big resolutions, small resolutions, etc.) Any help?
Are you sure you don't have frame limit in 30 or something like that ?

If you prefer set it off or 60
My framelimit is off. I used D3D and everything is still around 30. In game its even slower about 20. I also have been using DX9 the whole time.

Mm.....Well....:S Maybe is the emulator configuration or even you have many process open or your hard disk is almost full.
Try setting watchdog to 15 or 25
I have 2+ GB of memory free, only 30GB of 320GB used. And... theres no watchdog on R4688 unless i missed something.
people should stop using those damn builds with all the patches like watchdog
I could run the title screen @ 60 with dolphin-emu team's 4525 but now I can only get 30 on the title screen. But the problem with 4525 is that I can't get past the player selection.
