I have a decent PC:
I7 950 3,4 Ghz
GTX 1050 2gb
8 GB Ram

The game stutters every 10 secons when Im driving a car.
It is really unplayable.
Have you tried Ubershaders?

Not really.They bring my other games to lag like Super smash bros
What are your graphics settings? They shouldn't be causing slowdowns with your GPU.

OpenGL
Synchronus
Compile Shaders before starting
Aspect Ratio Auto
Anti Aliasing None
Antistropic Filtering 1x
Post processing off
Scaled EFB Copy
Disable Copy Filter
Force 24Bit Color
Arbitary Mipmap detection

All of the settings listet are On
Tested it with the shaders you wrote still the same, the game runs perfectly 60fps and then drops to 45 fps.
And Its like that every few secons while driving :c
"Synchronous" ubershaders should probably be considered a debug-only option as it puts a LOT more load on your GPU for zero benefit over the asynchronous options.

If you were using the that ubershader option it's not a good comparison, as the async ubershader options should both reduce stutter and not completely kill your GPU.

Some people have also reported that the DX11 backend reduces stutter on some drivers or hardware, though don't have the hardware/driver combination to test this myself.
I dont really know what to do now.
I could buy the PC version but Its 15 Euro I dont have that much money right now :c
You should either try Asynchronous (Ubershader) or Asynchronous (Skip Drawing), the last option will lead to pop in and broken textures in some games.
If you turn on logging, is there anything particular showing up in the logs during the stutters? Maybe there's some kind of cache flushing going on rather than this being a shader issue.
