Probably on some games, my old pc with Intel HD 2500 was able to handle games at 720 and its 2x worse than your card.
Don't expect any intensive game to run higher than 720p though.

Unless you were using old Dolphin builds, that's hard to believe. I have an Intel HD 4000 (same gen of HD 2500 but more powerful) on my laptop and with current Dolphin builds it struggles if I try to run any game with an IR higher than 1x...
If you really are looking for a low power emulation build, this machine would suffice:
https://pcpartpicker.com/list/rddjTB which has an estimated power draw of 82W and should be able to handle Dolphin and up to 16-bit computers quite well (e.g. NES, SNES, SMS, SG/MD, MAME and so on) If you want to get into emulating a Wii U through CEMU right now, I will have to recommend you grabbing a nVidia card with at least a 5 in the second to last position from 7th gen up (e.g. 750, 950, 1050) or wait until they finally add the Vulkan back-end to it.
Which brings me to a completely different option: A used Wii U, will run most emulators up to the 16-bit era without a hitch, has native Wii support, Wii U support and you could install Nintendon't and you will have "native" gamecube support as well. all with a power draw of around 40W. Of course you won't be upscaling GC or Wii games to 720p but you will have neigh perfect compatibility and the best output possible of GC and Wii games. the only thing you need to add is a Wiimote plus+numchuck, sensorbar and an external harddisk or USB stick and have a SD card temporarily available to install the software. Also if you buy a Wii U make sure to get one that DOES have the Wii U Gamepad included otherwise you won't be able to use the console AT ALL.
