No buddy Dolphin handle perfect Bluetooth devices..
It seems your Bluetooth USB adapter cause that problem..
I can tell you that because I'm using DS4 Windows from the very early releases..
I can give you 2 tips it may fix your current problem..
The first think you should try is Uninstall completely the DS4 Windows Driver..
Also Check Control Panel and Remove the Wireless Game-pad from Windows..
Plug your controller with USB Cable and Install it, This will Add new MAC:ADDRESS to DS4 Cable connection. (Check if your controller buttons working)
Unplug the controller and Connect it via Bluetooth now.. Also (Check if buttons working)
Now follow the picture -> [

This will Hide Wireless Controller from Windows System, and Enable only the Driver Xbox Controller..
If you choice to Not Hide the DS4 Controller Applications Confused and Pick both controller drivers which trigger other issues like lag/delay in buttons.
(Its like you have 2 controller inside 1 Controller)

Now about Bluetooth USB doodle this play huge role to compatible..
Some Bluetooth USB Adapters have different chip-set inside which are not compatible with original PS4 chip-set It may lead connectivity problems.
Example 1: Your Controller not even recognized (you cannot connect it via Bluetooth)
Example 2: Your Controller recognized & connected (but now you have delay & lag when you push buttons)
Example 3: Your Controller recognized & connected (but disconnected or lag when you get 3 meter away from the Bluetooth receiver)
This problem mostly cause if you have a Fake controller or old Bluetooth Receiver..
Also Real Wii Remote can have the same problems which not even need extra program to work..
