Also make sure you have the latest development version of dolphin - while the latest "stable" is 5.0, there's been a number of fixes since then (just in case you aren't already using that 
Also, the Intel OpenGL drivers are generally pretty bad - do you get the same issue on the DX11 graphics backend?

How do I switch from OpenGL to DX11?
Super Mario Sunshine does not have this issue.

It shouldn't be, so long as you're not running a game dx11 should always be available on any windows 10 system.
Maybe a screenshot would help clarify?
