So I have had Dolphin on my PC for a while and it worked great. Then, yesterday, I updated it. Now Dolphin no longer recognizes its Dolphin Emulator folder, no longer creates one, and no longer saves any settings or states or anything. I've tried reinstalling several times, with different versions, to no avail. Unfortunately I don't remember the old version to see if this is update related or what.
