Yes. There is no way around that. Dolphin can only dump the textures presented to the graphics backend. It has no way to know how an arbitrary game stores it's textures because every game stores it differently.
The only other option is to find some sort of texture dumper that parses through the files specifically for that version of RE2, but I'm not aware of any projects that does that.

nope. Sharing copyrighted files is against the rules on this forum. If you need the files, you need to either find them elsewhere or dump them yourself, sorry.
