Right-click the game inside dolphin game list then enable "Vbeam"
Direct 3D9 plugin
Framelimit 60
Audio Throttle off


Enable EFB copy to texture
Safe texture caches: normal

Gameplay on my desktop (E5300 @ 3.6GHz + Asus 9800GT)

why would a game need panic handlers to be activated? All it does is show error messages as far as I know...

Well, I think your graphic card is very fast, I am using 8600GT, when I am in the battle it only have 15 - 20 fps 44%

I tried your settings but I got 0 fps when i 've chosen my character .

system:
ati 3870
e6750 @ 3,2Ghz
4GB DDR 3 RAM

Does anyone have a suggestion?

You use the Pal version right ?
Only Jap is playable ,Pal not yet

PAL is playable.

Make a proper dual layer dump yourselves, the one from WiiERD is probably bugged. (It seems to lack some content to make 2 characters playable)

So there is no solution to play the PAL version by WiiERD?

There is a solution: don't download games. As for me, game runs very well, 20-25 fps most of the time (so many enemies on screen... bleh )
